Where are the HPs?
This is a democratic Tribe, meaning that HPs don't exist and cats decide by voting. Everything is done together, or at least, the big things.
Why do the cats have to vote?
Because the place would be rule-free and the Tribe of Lining Stars will become the Tribe of Chaotic Events or the Tribe of Lost Sanity.
Can I take over?
Since there is no leader, I suggest asking staff about it.
